1.1 Executive Summary

The project progress report gives the current status of the work up to end of January, 2005.Now we have completed nearly 45% of the questionnaire in both Mullaitivu & Kilinochchi district. The project will certainly help to understand the current status of child health & welfare in both districts.

For the Survey we undertook some pre project activities, like house hold listing at village level & training programme. The training programme included how to fill the questionnaire & behave at the interview. The survey was started on 3 rd of January 2005 parallely in both districts.

Inaugural event

 

1.2 Introduction

This child health & welfare Survey is being carried out in both Mullaitivu and Kilinochchi district. This project is implementing by TECH (The Economic Consultancy House) and funded by UNICEF Colombo. Main purpose of the base line survey is to asses the improvement of the area Children’s health and welfare & working efficiency of the NGO’ S which are working with children welfare in the area. This Survey is being carried out by 2 team, one team for Mullaitivu & another for Kilinochchi. Each teams consisting 8 members. These 2 teams are guided by the project coordinator.

1.3 Primary Objectives

  • Assess the health & welfare of child and of mother.
  • Determine the organizational working efficiency of the sectors.

(Govt& non-govt)

  • To find out the problems faced by youngsters in these two districts.
  • To measure the weight and height of the children.

(Below the age of 5yrs)

1.4 Secondary Objectives

  • Study the behavior of the children.
  • Assess the nutritional requirements of the mothers.
  • Identify the violence against the women.
  • Identify the knowledge of the parents on child abuse.

2.0 OBSTACLES

This project already planned well. But it was intermitted by several disturbances such as,

  • According to the discussion on 30 th September 2004 between the TECH and UNICEF training class was scheduled to start. But due to the improper communication, MRI staff was absent and has delayed the programme to two months to 20 th December. Following the training programme this survey should have started but due to the Tsunami disaster it was postponed to 3 rd of January. During the period our organization was totally involved in the relief programme.
  • During the survey period there were heavy rainfalls and it has caused our works to slowdown.
  • Poor road surface condition
  • Villages are far apart and there is no facility to put up our people, Locally
  • During the daytime most of the house holds are away from their homes as they (both male & female) are daily labourers

 

3.0 ACTIVITIES

3.1 Pre project activities

3.1.1 Inaugural meeting

According to this meeting this project was arranged. This was channeled by PDS to TECH.Here all matters were discussed and planed for the project.

 

3.1.2 Selection of Enumerates

Selection of trainees for Kilinochchi and Mullaitivu District was completed. Here we selected 14 persons. Among those two persons are extra and also this team included one measurer/Team. The following persons faced the interview, which was conducted by Mr.Nesanathan, Miss.Ramyadevi & Mr.Prathap from TECH.

3.1.3 Budget preparation & Submission

With reference to the mail dated Aug 18 th 2004 from Indra Tudawe, we sent the tentative estimation /budget to Dr.Indra Tudawe through Mr.N.Sathiaruban, UNICEF, Kilinochchi.This is consisted of all the components of the expenditures during the project period.

3.1.4 Village name list

The Kilinochchi and Mullaitivu village name lists were sent to Mr.N.Sathiyaruban, UNICEF,Kilinochchi. It is the initial step of the block selection.

3.1.5 Questionnaire

The model questionnaire form was sent by UNICEF to TECH. In this project PDS also involved. So we provided the questionnaire to them in order to find any short coming defects in the form.

3.2 Listing operation

3.2.1 Training programme

For this purpose of listing operation a training programme was conducted. This training programme was held in TECH conference hall on 02/10/2004 , which was conducted by Mrs.N.Ratha from Colombo . Stationery items, certified letters, listing forms and instructions were provided to them. The instruction letter about the UNICEF survey was forwarded to each A.G.A in Kilinochchi and Mullaitivu to conduct the listing without any obstacle.

3.2.2 Listing

On 7 th of Oct 2004. The listing programme started in each district and it was carried out by the listing officers under the supervision of project officers from TECH and staffs from statistical department in the both districts. As concerning of the listing programme in Kilinochchi district 98 village’s information was gathered and completed 100% successfully. In Mullaitivu district 50 villages information was completed and rest of the villages had found in abandon nature. So that, we could not get the information fully. All the collected data were faxed to Indra Tudawae,Unicef Colombo on 30.10.2004.Mullaitivu District listing programme was performed again. The new list of villages was sent by UNICEF which includes 100 villages. In this new list only 17 villages were same as the previous list. According their list, the 98 village’s information was collected successfully and faxed to Indra Tudawae, UNICEF Colombo on 22/11/2004 .

3.3 Survey

3.3.1 Training programme

It was conducted by Mrs. Radha Nimalasena from Colombo . It was help to complete the questionnaire & teaching about the interviewing techniques. During this training period field test also done by the team & trainer ( Mrs. N. Radha ) This was carried from 20 th December to 25 th of December at TECH .

3.3.2 Field survey

The field survey was started immediately after the training programme is on 3 rd of Jan 2005.This being carried on in both Mullaitivu and Kilinochchi districts.

3.4 Project management

This project Carry on by 2 teams under the two supervisors. This project monitoring and evaluation carry on by the project co-coordinator. From TECH and reporting also done by him.
