Title: Community based training for livelihood activities and income generation for reintegration of children & adult females from displaced families.

Location: Northern region of Sri-lanka

Area: Uruththirapuriswaram, Kilinochchi

Budget: Rs.515, 000.00 (US$5000)

 

Executive Summary

Now this project is going on in progress. However during the middle part of the project it was disturbed by some natural disaster. However now it is normally carry on with out any difficulties. Now this project completed nearly 76% and remaining will be finished on 15 th of February 2005.For the field programme Govt agent Kilinochchi provided 2ac land in the area. Here the beneficiaries going to do the farming as a group.

Certainly this project will revive the Uruththirapuriswaram farming community and a good guidance for them to enhance their living standard as well as community development.

Introduction

This project on going at Uruththirapuriswaram, Kilinochchi. It is the programme for the elimination of child labour. This project carries on by TECH (The Economic Consultancy House). For this project fund released by ILO (International Labour Organization). It is mainly focused on Agricultural community in the target area. This training includes crop cultivation and animal husbandry. Here 20 beneficiaries participate in this training programme. All of them are unemployed persons. It is highly promote their living standard refresh their life.

Main Objectives

  • Elimination of child labour.
  • Enhance the skill and knowledge of the farming community.
  • Introducing new equipments and technology on agriculture.
  • Promote/introduce the value addition methods.
  • Improve the living standard of the people.

 

Activities

  • Selection of the beneficiaries

After the selection of Uruthireeswarapuram village in Kilinochchi district, we visited to this village and conducted a meeting among those village people with the help of farmer’s organization.

According to the meeting there is 20 beneficiaries were selected. Above peoples are unemployed, under the poverty line and active participatants in the village activities.

Here 10 members from women headed family, and remaining 10 members are youths (Both girls and boys) and between the ages of 14years to18years old.

 

  • Inauguration ceremony training programme and mobilization

This was held on 1 st of Dec 2004 at Uruthireeswarapuram pre-school (Kanagan pre school). The invitees came from dept of Animal production and health, dept of Agriculture, ILO Kilinochchi, Grama savagar, farmer organization and other well-wishers.

  • Preparation of time schedule for the training programme

This programme was prepared according to the

    • Knowledge of the people.
    • Resource availability.
    • Time suitability for the trainees.
    • Department coordination (Govt and stake holders).
  • Career guidance programme
    • To promote the knowledge of the farmers
    • To develop the skill of the farmers
    • To improve the living standard of the farmers
     
  • Establishment to local training committee.

After the selection of beneficiaries (According to the ILO criteria) this committee was formed from the beneficiaries to carry on the programme in a proper way. This committee consists 8 members. Here President Mr.T.Vasekaran, Secretary Mr.K.Kugathas and Treasurer Mr.S.Sivaruban and 5 committee members. The president of the farmer organization will be on an advisory capacity.

  • Agreement with trainers

The trainers from our office, and from the departments worked together in this project. Because it is a pilot project .the TECH have a link with the entire department in Kilinochchi.

  • Purchasing of inputs .

We purchased the goods for two purpose such as training programme and post training activites. The details of items are given as annex. Now this all inputs are looks/managed by this training committee.

  • Delivery of training

This project was design to promote the farmers in this village in agriculture. it was divided in to two compound:

1) Plant
2) Animal

the training were conducted according to fulfill the both areas the train schedule is attach in the report bellow

  • Distribution of inputs .

The post training equipment was given after the end of the theory part training. It will use during the period of farming.

  • Monitoring and evaluation

This is carry on by TECH monitoring and evaluation officer. He visits to the field thrice a week.

Obstacles

This project actual programme intermitted by some problems such as

  • Heavy rain during the period of December 20 th to 25 th 2004.
  • After 26 th of December our organization fully engaged with Tsunami relief programme.

Current Situation

Now we have finished the training part and entering into the farming activity in our 2 Ac land there is land clearing, land preparation, have finished. Futher we got some ILO need assessment forms from Kilinochchi office that also completed by us. Now we are doing the fencing and ordering the planting material for planting.

Usage of goods
We purchased the items for the purposes of training and post training activities. All training materials used during the training period to teach or demonstrate the trainees. (File cover, pen, typing Sheet, handouts, and white board set).

Other inputs (two wheeler and box, water pumps, mammotti, sprayer, bucket, Bicycle, drip irrigation, and supplementary implements) will be used after the training programme that is during the period of community farming activity. However some of the goods we used during the practical part of the training.

Future Plan

-Opening a common bank account as well us individual bank accounts for the training committee. This common account will be used for their Farm activity. They will deposit their income and withdraw for their farm expansion and operational cost. The individual account will encourage the saving habit of the beneficiaries.

-Sprayers, water pumps, and two-wheeler will be given to other farmers in the village in Rental basis during idle time. This rent will lesser than the current rent in the village. This income will partially satisfy the farm operational cost.

-The nursery will produce high quality seedlings for sales. The mean time it will promote the productivity of the farms in the area

-Collection and dissemination of information on new technologies through the farm.

-In the advance stage of the project this production unit (farm) will establish a food Processing unit and it will be the model farm in the village.

-Small scale livestock components will be introducing gradually in to the farm (Poultry, Cattle and Goat).
