Income generation for those affected by the Tsunami

Brief description:
This project will generate income for fishermen affected by the Tsunami. As a result of the disaster 4,600 families were displaced to 27 villages. These fishermen traditionally use 2 types of methods of fishing: deep-sea fishing and coastal net fishing. The fishermen have lost all their dwellings and possessions including fishing gear in the recent disaster. Particulars of families affected by the disaster are annexed.
Background:
Fishermen from Jaffna coastal area are grouped around 6 bases:
1.Chundikulum- Ampan 19 km of coast |
2.Katkovalam- Ampan 10km |
3.Inparuddy- Katkovalam 6km |
4.Valvettiturai- Inparuddy 3.5 km |
5.Valvettiturai- Keerimalai 7km |
6.Karainagar Casuarina beach- Kovalam 2.5km |

Fishermen have been either engaged in deep-sea fishing or coastal net fishing.
Fishermen of both categories have been using outboard-motorized boats and trawlers.
Justification:
All 4,600 displaced families need to be provided with resettlement facilities. The fish from coastal Jaffna used to be marketed as
- Iced fish and sent to the south of Sri Lanka .
- As dried fish to a small extent
- Mostly fresh fish for local consumption.
The whole of the fishing community of 22,000 have been exclusively depending on fishing. It is intended to help the community to get back to their original activities by this project.
Implementation:
It is proposed to use the funds from donors in
Phase1:
1. Each family is issued with a net worth Rs 100,000 |
2. Each family is issued with an outboard motor worth Rs 150,000 |
3. Each family is issued with a boat worth Rs 80,000 |
4. Each family is issued with supplementary implements Rs 10,000 |

Phase 2:
8 fishermen’s centers will each be given salt-grinding mill worth Rs 300,000
Phase 3:
3 fishermen’s centers will each be given an ice factory worth Rs. 8,000,000
10 fishermen’s centers will be each given a boat-repairing center Rs 500,000
If necessary, cooler transport may be provided in the future.
Activities:
Objective1: Induction of the disaster victims to normal activities and to new technology wherever needed.
Objective2: To bring back the output needed for meeting the demand from the south as well as the local consumption. Additional 1.method of preservation by smoking and 2.Type of marketing as cut fish will be introduced.
Beneficiaries:
Direct beneficiaries: fishermen and consumers
Indirect beneficiaries: a variety of businessmen
Beneficiary participation: fishermen will be involved in fishing and their family members will be involved in preserving
Implementation partner:
The implementation partner is the TECH. The Economic Consultancy House (TECH) is registered with the Government of Sri Lanka as a Non Governmental Organization in all districts of Northeast province for the promotion of socio-economic and technological development.
Responsibilities and roles:
The project will be implemented with the support of Fishermen s Cooperatives and the Divisional Secretary with the active participation of the direct beneficiaries.
Project Management:
The project will be managed by the TECH with the guidance from the donors and the District Secretariat.
Exit plan and sustainability:
The fishermen and their families will commence fishing and drying and solicit TECH for any assistance when they cannot solve problems themselves.
Monitoring and Evaluation:
The Governing Council of the TECH in collaboration with the donors and the District Secretariat will do the Monitoring and Evaluation.
Reporting Requirements:
Monthly progress and financial reports will be prepared by the TECH and submitted to donors.
