Brief description:
This project will generate income for fishermen affected by the tsunami caused by the resent earth quake in Indunisia. As a result of the disaster 5,700 families were displaced from 22 villages with Mulleithivu district. These fishermen traditionally employed 3 types of fishing: deep-sea fishing, coastal net fishing and inland kalappu fishing. The fishermen have lost all their dwellings many family members and possessions including all the fishing gear as a result of the recent disaster. Particulars of families affected by the disaster are annexed. Particulars of kalappu fishing are also annexed.
Background:
Fishermen from Mullaitivu coastal area are grouped around 3 bases:
- Chundikulum 40 km of coast
- Vadduvahal-Nayaru 19km of coast
- Nayaru-Thiriyay 19km of coast
Groups of fishermen and types of fishing they are engaged in:
- Migrants from inland are mainly engaged in deep-sea fishing
- A sector of fishermen is engaged in coastal net fishing
- A sector is engaged in both coastal net fishing and inland kalappu fishing.
Fishermen of all categories used outboard-motorized boats.
Justification:
All 5,700 displaced families need to be provided with resettlement facilities. Of these 1999 families use kalappu fishing and have small dwellings inland and can start fishing while others sort out their dwellings. Karavalai is used by 1418 families. 372 families are engaged in deep-sea fishing. The fish from coastal Mullaitivu used to be marketed as
- Iced fish and sent to the south of SriLanka,,
- As dried fish
- Fresh fish for local consumption.
The whole of the fishing community of 36,000 have been solely depending on fishing and had no other income. It is intended to help the community to get back to their original activities by this project.
Implementation: It is proposed to use the funds from donors for:
Phase1 :
1. Each family is issued with a Fishing net worth Rs 100,000
2.
Each family is issued with
an outboard motor worth Rs 150,000
3.
Each family is issued with
a Fishing boat worth Rs 80,000
4.
Each family is issued with
Rs 10,000
Total Rs 340,000
Phase 2:
Three centers will each be given salt-grinding mill worth Rs 400,000
Phase 3:
One Ice manufacturing plants will be set up for each district Rs. 8,000,000
Three fishermen centers will be given a boat-repairing for each district Rs 500,000
If necessary, Refrigerators transport may be provided in the future.
Activities:
Objective1: Induction of the disaster victims to normal activities and to new technology wherever needed.
Objective2: To bring back the output needed for meeting the demand from the south as well as the local consumption.
Objective3: Fish preservation through smoking and selling of cleaned, filleted fish.
Beneficiaries:
Direct beneficiaries: fishermen and consumers
Indirect beneficiaries: a variety of businessmen
Beneficiary participation: fishermen will be involved in fishing and their family members will be involved in preserving
Project Management:
The project will be managed by the TECH.
Exit plan and sustainability:
The fishermen and their families will start doing fishing and drying and ask TECH for any assistance when they cannot solve problems themselves.
Monitoring and Evaluation:
The Governing Council of the TECH in collaboration with the donors and the District Secretariat will do the Monitoring and Evaluation.
